Toledo Unleashed is a 501c3 non profit organization founded in 2009 by Kevin Mullan to establish a dog park in Toledo, Ohio. Kevin worked tirelessly to bring awareness to the public of the need for a dog park. He established strong support with the city and park officials in Toledo. In late 2011 Kevin moved away and turned over the reigns to Tina Yoppolo and Sue Joseph.
In 2012 the City of Toledo identified the site of the South Toledo YMCA as a possible location for a dog park. It took a few years for the YMCA to prepare the site for transferring the ownership to the city but by the fall of 2013 the city took ownership and leased the property leased the property to Toledo Unleashed. Mayor Bell was a strong advocate for the park.
While Mayor Collins was still a councilman, he supported the organizers with his attendance at the neighborhood meetings and his support at several city council hearings. As mayor of the city of Toledo, he and his dog were the first members.
Tina Yoppolo kept the dog park in the news through many television interviews and newspaper articles. It was a feature article by The Blade that caught the attention of local real estate developer, Steve Serchuk. As an avid promoter and supporter of animal rights and issues, Steve decided to get involved with Toledo Unleashed. With his help, vast knowledge and financial support the Glass City Dog Park opened its gates on September 27, 2014.
